Additional conditions have been introduced in Belarus for the early use of family capital
On February 23, President of Belarus Alexander Lukashenko signed Decree No. 69, which improves the procedure for providing family capital.
1) The Decree increases the social responsibility of parents for ensuring the well-being of the family and children:
- - the right to appoint and early use of family capital is linked to the employment of an able-bodied father (stepfather) in a full family, a parent in a single-parent family:
- - when assigning family capital, employment is considered on the date of application and at least 6 months of the last 12 months before the month of application;
- - in case of early disposal - employment as of the date of application and for at least 12 months out of the last 24 months before the month of application;
- -family capital is not provided if children are recognized as being in a socially dangerous situation and are removed from the family.
2) The main innovations on the early use of family capital:
to improve housing conditions
- - the right to early use of family capital can be realized provided that the family does not have the property has a housing in which there are 15 square meters per person. meters or more (in Minsk - 10 sq. m. meters or more);
- -a ban has been imposed on the alienation of residential premises acquired using family capital funds for 5 years from the date of registration of ownership of the residential premises, the ownership of which has been registered since 2020;
for medical services
- - early use of family capital for medical services is possible only in public health organizations;
- - the procedure for using family capital for dental services has been established - in installments, in the amount not exceeding 50% of the contract amount for the provision of services with final settlement upon completion of these services;
for education
- - The funds of the family capital are used in installments annually in the amount not exceeding the cost of tuition for the current and (or) previous academic years.
3) The decree regulates the procedure for returning to the republican budgetunjustifiably used funds in case of violation by citizens of the requirements of the legislation on family capital.
