Measures to counteract the spread of smoking mixtures

Currently, an urgent problem is the spread of smoking mixtures containing synthetic cannabinoids.

These mixtures are advertised as a legal product that does not contain narcotic drugs and psychotropic substances, which is not true. Nevertheless, smoking mixtures are gaining popularity among young people, their sale is actively conducted both through the Internet and on the territory of educational institutions, in dormitories.

According to information obtained from medical Internet sites and scientific publications, the use of spices" leads to the following consequences:

1. Local reactions of the body that occur due to the direct negative effect of smoke on the mucous membranes of the body.

Almost all adherents of smoking mixtures suffer from a constant cough, increased lacrimation, and have a hoarse voice, both during smoking and in between. The constant exposure of smoke mixtures to mucous membranes causes the development of chronic respiratory tract inflammation. Chronic laryngitis, pharyngitis and pneumonia often develop. Prolonged smoking of such mixtures can lead to the development of cancer of the oral cavity and larynx, pharynx and lungs.

2. Reactions of the central nervous system.

The effect of smoke ingredients on the central nervous system (hereinafter referred to as the central nervous system) causes addiction to smoking spice. On the part of the central nervous system, various reactions can manifest themselves: a state of euphoria, undocumented hysteria or bursts of laughter, coordination and orientation disorders, visual and auditory hallucinations, an absolute loss of the ability to control oneself and one's behavior. All of these nervous reactions threaten human life by their very presence. There are a lot of cases when people who got high jumped from the top floor of a high-rise building or swam in icy water.

With regular smoking of "spices" irreversible disorders of the central nervous system occur. There may be persistent attention disorders, memory loss and decreased intelligence, and a tendency to depression and suicide. Among other things, spice smokers have every chance, if not to die, then to become disabled due to severe lesions of the central nervous system.

3. Severe intoxication of the body.

Toxic reactions may occur when toxic substances enter the smoke. – nausea and vomiting, rapid heartbeat and high blood pressure, cramps and seizures, fainting and coma.

The difficulty in eliminating the effects of smoking spice mixtures lies in the fact that in many cases there are no narcotic compounds in the blood of patients during analysis, which significantly complicates the diagnosis and appointment of competent treatment.

The systematic use of such smoking mixtures provokes physical and mental adaptation, and withdrawal syndrome (or withdrawal syndrome) manifests itself in pain throughout the body, nausea, fever. Smoking the mixture leads to mental disorders. Memory, mental activity, and attention are at risk.

According to other clinical observations, long-term use of Spice has a negative effect on the liver, reproductive and cardiovascular systems. Smoking "spice" also affects an erection, slows down sperm motility and disrupts the menstrual cycle in women.

Long-term use of synthetic cannabinoids in smoking mixtures can provoke the occurrence of cancers and mental disorders.

For reference:According to the research of narcologists, experimentation with cyclic psychoactive substances, the use of light and heavy drugs, including smoking mixtures, refers to the second stage of the emergence of physical and mental dependence.

Thus, Scientific studies have shown that JWH-018, like other synthetic cannabinoids contained in smoking mixtures, have an extremely negative effect on the human body. Synthetic cannabinoids are five times more potent than tetrahydrocannabinol found in regular marijuana.

In order to counteract the spread of smoking mixtures, territorial drug control units annually withdraw a large number of smoking mixtures from circulation, which contain substances both included and not included in the Republican List.

For reference:Seized from illegal traffic: in 2010 - 6980 grams (700,000 single doses), in 2011 - 4200 grams (420000 single doses), in 2012 – 2200 grams (220,000 single doses), in 2013 - 650 grams (65,000 single doses), a total of 14 kilograms were seized from 2010 to 2013, which is about 1,400,000 single doses.

In order to prevent the spread of synthetic cannabinoids not included in the Republican List, synthetic substances suitable for research that are part of smoking mixtures are sent for research on a fee basis, where their structural formulas are established., which are included in the Republican List in accordance with the established procedure.

Every year, the Republican List is supplemented with new narcotic drugs and psychotropic substances.

For reference:In 2010 - 20 substances, in 2011 - 40 substances, in 2012 - 18 substances, in 2013 - 12 substances, 3 analogues of psychotropic substances were identified and posted on the website.

At the same time, it should be noted that after the introduction of new narcotic drugs and psychotropic substances into the Republican List, their turnover in Belarus stops abruptly. However, demand creates supply, and in their place, after a few days, new uncontrolled psychotropic substances appear, similar in structure and effect on the central nervous system.

In order to respond promptly to the current situation, the legislative practice of foreign countries on countering the spread of new synthetic psychotropic substances has been studied.

As a result, at the initiative of the Ministry of Internal Affairs, the Law of the Republic of Belarus "On Narcotic Drugs, Psychotropic Substances and their Precursors" introduced the concept of analogues of narcotic drugs and psychotropic substances., The procedure for classifying substances as analogues of narcotic drugs and psychotropic substances has been defined, and criminal liability for their illicit trafficking has been established. This innovation makes it possible to identify substances as soon as possible and post them on the official website of the Ministry of Internal Affairs, after which the substance is considered prohibited the next day from the moment of posting on the website. Such a mechanism makes it possible to significantly reduce the time for the inclusion of new substances in the relevant lists and lists and to respond promptly to the evolving operational situation in the republic.

In the course of practical activities and monitoring of Internet resources, it has been established that the use of the concept of "analogues" has a positive effect on preventing the spread of synthetic drugs. All those substances that fell under the definition of analogues on the territory of the republic were not put into circulation. However, as practice has shown, only single smoking mixtures can be attributed to analogues, since during their synthesis more complex groups of atoms began to be replaced, and therefore, it is now necessary to adjust the concept of analogues taking into account the peculiarities of the structural formulas of synthetic cannabinoids.

Also, during the monitoring of the national segment of the Internet, it was found that the Belarusian Internet – Users who consume smoking mixtures, most of which are currently prohibited for free circulation, use various Internet resources where all issues related to the purchase, wholesale, sale, use, consumption and testing of new types of psychoactive substances are discussed. In accordance with the Decree of the President of the Republic of Belarus dated 02/01/2010 No. 60, as well as the Regulation "On the procedure for restricting access of Internet service users to information prohibited for dissemination in accordance with legislative acts", approved by the resolution of the Operational Analytical Center under the President of the Republic of Belarus, the Ministry of Communications and Informatization of the Republic of Belarus dated 06/29/2010. No. 4/11, in order to prevent the drug addiction of the population of the Republic of Belarus, a notification was sent to the BELGE on the need to include Internet sites advertising (propagandizing) the cult and the legality of smoking mixtures in the list of restricted access.

Responsibility for the storage and marketing of SPICE smoking mixtures

According to the list of narcotic drugs, psychotropic substances and their precursors subject to state control in the Republic of Belarus, approved by Resolution No. 26 of the Ministry of Health of the Republic of Belarus dated 05/28/2003, "smoking mixtures" are classified as particularly dangerous psychotropic substances.

Criminal liability is provided for the illegal trafficking of dangerous psychotropic substances in accordance with Parts 1,2 (storage) and 3 (sale) of art.328 of the Criminal Code of the Republic of Belarus.

The manufacture, processing, acquisition, storage, transportation or transfer of narcotic drugs, psychotropic substances or their precursors or analogues without the purpose of sale is punishable byrestriction of liberty for a term of up to five years or imprisonment for a term of two to five years.

part 2 art. 328

Illegal manufacture, processing, acquisition, storage, transportation or transfer for the purpose of sale, or illegal sale of narcotic drugs, psychotropic substances or their precursors or analogues, is punishable by imprisonment for a term of five to eight years with or without confiscation of property.

Actions provided for in part 2 of this article, committed by a group of persons, or by an official using his official powers, or by a person who previously committed crimes provided for in Articles 327-329 or 331 of this Code, either in relation to narcotic drugs, psychotropic substances, their analogues on a large scale, or in relation to particularly dangerous narcotic drugs or psychotropic substances, or the sale of narcotic drugs, psychotropic substances, their precursors or analogues on the territory of an educational institution, healthcare organization, military unit, correctional institution, house of arrest, in places of detention or at the venue of sports, cultural, mass or other mass events - are punishable by imprisonment for a term of eight to thirteen years with or without confiscation of property.

TRUE:

1) SMOKING MIXTURES ARE ILLEGAL IN BELARUS!

127 PSYCHOACTIVE SUBSTANCES ADDED TO SMOKING MIXTURES were BANNED in Belarus from 01.01.2010 to 04.06.2013 (with criminal penalties for their trafficking)!

Since March 06, 2013, List I of the List of Prohibited Substances in Belarus has been supplemented with 2 more drugs and 10 psychotropic substances.

Since June 4, 2013. The number of prohibited psychotropic substances has been increased to 186: 12 more new components of smoking mixtures are "outlawed".
Resolution of the Ministry of Health of the Republic of Belarus dated May 6, 2013 No. 37 "On Amendments to the Resolution of the Ministry of Health of the Republic of Belarus dated May 28, 2003 No. 26"" comes into force on June 4, 2013.

Since 08/20/2010, the following plants that were part of smoking mixtures have been banned in Belarus:

  • Blue Lotus (Nympheacaerulea)
  • Sage of Fortune Tellers (Salviadivinorum)
  • Hawaiian Rose (Argyreanervosa)

On 10/20/2012, the Law of the Republic of Belarus "On Narcotic Drugs, Psychotropic Substances, their Precursors and analogues" entered into force, which banned the trafficking of "analogues of narcotic drugs" in Belarus, psychotropic substances" and criminal liability has been established for it.

Analogues are substances of synthetic or natural origin that are prohibited for trafficking, not included in the List of Controlled Drugs, the chemical structure and properties of which are similar to the chemical structure and properties of drugs, the psychoactive effect of which they reproduce.

On 14.01.2013, 2 substances (MPHP and brephedrone), similar in structure to prohibited psychotropic drugs (MPPP and methcathinone), were classified as prohibited (illegal) analogues.

4 New psychoactive substances, isolated from smoking mixtures, they were classified on 06.06.2013 as analogues of narcotic drugs and their trafficking has been illegal and prohibited in Belarus since 07.06.2013!
